What is Local Law 152? Local Law 152 of 2016 was part of a larger package of regulations concerning gas line safety. Specifically, Law 152 requires periodic inspections for gas piping systems. The DOB’s proposed rules clarify timing, filing requirements, and civil penalties for noncompliance.
Which buildings does Local Law 152 apply to? This applies to all buildings within the Five Boroughs except for gas piping systems classified in occupancy group R-3. All buildings with gas piping must have a gas piping inspection and all buildings without gas pipe must have a Registered Design Professional provide a certification stating that the building contains no gas piping system.
When is my inspection? The inspection schedule is based on the district your building falls in. Following your first inspection, gas piping inspections are due every fourth year. See the chart below to see districts and inspection due dates.
What are the penalties for noncompliance with Local Law 152? A building owner who fails to submit a certification required to be submitted on or before the filing due date specified will be liable for a civil penalty of $10,000.
What does the inspection entail? Inspections must be completed by qualified inspectors (Licensed Master Plumbers -LMP- or employees of LMPs with 5 years’ experience and training certification) Inspectors are required to visually check all public exposed gas piping and utilize a Combustible Gas Indicator to detect any possible leaks. The inspector must submit a certification of inspection to the owner within 30 of the inspection. The owner must submit the certification to the DOB within 60 of the inspection.
How long do I have to make repairs? Following the official inspection, you have 120 days from the date of inspection to address all minor issues. An additional 60 days can be applied for to address major issues.
What do we do? We offer both Pre-Inspections, Official Inspections and Proposals for All Necessary Repairs related to your gas piping systems.
Pre-Inspections – Our trained team will inspect your building using a DOB approved Combustible Gas Indicator (CGI) following the same path and cover as your gas piping. These can be performed at any time and will provide you the opportunity to review, plan and budget for any required that may be necessary without the stress of fines and deadlines for non-compliance.
** We recommend performing Pre-Inspection to help identify possible areas of concern before more costly official inspections**
Official Inspections – Our Licensed Master Plumber will fully inspect your building according to code
GPS1 (Gas Piping System Periodic Inspection Report) will be completed and submitted to the owner or building representative within 30 days of the inspection
GPS2 (Gas Piping System Periodic Inspection Certification) will be completed and submitted to the owner or building representative within 60 days of the inspection
Metro Group will keep all reports and certifications will be kept on file for 10 years. These must also be kept on file with the Building Owner
Metro Group will handle all the GPS paperwork as part of our process pending a clean inspection result or the completion of one of our proposals for any necessary work.
Proposals – Our Licensed Master Plumber and estimating team will work with you to provide proposals for any work recommended during Pre-Inspections or required during Official Inspections

*Any hazardous or unsafe conditions found during inspections must be reported to the DOB
* If the Inspection Certification submitted to DOB indicates that conditions requiring correction were identified in the Gas Piping System Periodic Inspection Report submitted to the owner, the owner must submit to DOB, within 120 days of the inspection, an Inspection Certification signed and sealed by the LMP who conducted the inspection, stating that the conditions have been corrected.
- If the Inspection Certification submitted to DOB indicated that additional time was needed to correct the condition(s) identified in the Inspection Report, the owner must submit, within 180 days of the inspection, an Inspection Certification signed and sealed by an LMP stating that all conditions have been corrected.
- Correction of conditions identified in the Inspection Report must be performed in compliance with the NYC Construction Codes, including obtaining any required work permits
